Over 20,000 national guard troops have been detailed to Washington for the week ahead to supplement local D.C. Police, Capitol Police, Secret Service, the FBI, and (no doubt) special forces.
The plaque on the wall at right is a reminder of the last time troops bivouacked at the Capitol, back in 1861.
