This is an exhibition nest at a Wisconsin nature center. The fellow in the nest is not a bald eagle.
Around here (Washington DC), bald eagles tend to lay their eggs around the first of March to time their egg hatch with the arrival of shad and herring running up stream to spawn, which starts around the end of March or the first week in April.
