Apparently Cat Chests are Larger Than Fox Chests
I've measured quite a few fox, but never owned a cat.
Most people wanting a harness for their cat have fat cats - cats suffer the same obesity problem that dogs do in America. I've almost always been able to span my cats' chests despite being a smaller woman with stubby fingers - 13" span.
As an aside - cats make interesting pets. They don't think like dogs and are more sensitive to their environment, but they are no less companionable.
