A Fungus Among Us?
Based on the sheer number of burls on this trunk, I suspect a fungus as a causal agent. Bugs and injury can also create burls.

coppicing and pollarding too. especially on a large old trunk like this.
Almost none of that in the US. This tree was along a 184-mile long canal in which the only work done is to remove downed trees along the canal path.
