I believe I have encountered that bleached poultry. I buy raw chicken feet for my dogs to snack on (good for joint health). The Chinese grocery stores on Rockville Pike sell them dirt cheap. Once upon opening the bag, I nearly passed out from the smell—exactly like those birds had cleaned floors before going under the knife. Awful.
