I would go with it being a wolf hybrid released by its owner or breeder to "run free in the wild." We have had problems with those in our county before.
It's a wolf, with maybe a streak of dog or coyote in its heritage, that has a wonky undercoat. People amaze me with how freaking ignorant they can be. "No, Karen, it's not Bigfoot! Or a bear!" Yeesh.
