I came across this in the wilds of Brooklyn, as I tucked in out of a rain storm. This is a "dog parker," which is an air conditioned dog house where you can "park" your dog while you go into the store to get your groceries.
I wrote about these things last year (see here), but I had never actually seen one on the street before.
