I saw this at a pet store the other day. Basically, it's a lead jacket designed to exhaust a dog quickly (and maybe break down his hips and joints early). I suspect the people who buy these kinds of things are folks who do not have time to exercise their dog, and are looking for a quick way to penalize the dog for taking action of any kind. I'm unclear as to why anyone would buy this thing rather than a decent doggy pack that can be loaded with a few water bottles and other useful gear. Perhaps that's the reason it's on clearance?
