Your picture shows a bulldog-equivalent horse head. If you want to see some real life freaky horse heads, look up "extreme arabian horses". Some of their heads resemble sea horses more than equus horses. A cursory search indicates the extreme heads are more often seen in halter horses rather than horses bred to be ridden.
So agree with JL. I have seen Arabian horses, with undershot jaws, dish so deep, looked like a Jersey cow. Never able to do a descent ride, not less a hundred. Why do some people like a deformity?
