Herding Dogs?

I was surprised to find out that Canaan Dogs are considered herding dogs.
On the Canaan Dog Club of America website, only one dog listed has a Herding "Instinct" Test title. So much for them being a herding breed.

Dear Patrick,
Good to know that a faux sheepdog that can't see his sheep is in some respect better than faux sheepdogs that might see them but likely won't care.

In the second photo they look like a long line of stuffed toys on leashes.
