My great grandmother had a succession of pomeranians lose their hair. Her vet suggested it was glandular, or caused by spaying - but google reveals it's a genetic disorder called Black Skin Disease. They always keep the ruff around their head. I wonder what the bears' dental condition looks like, since poms and hairless dogs tend to have poor teeth.
The "nakedness" in FL bears is a result of demodex mange. There is a particular area (near a community called Lynn) in which it is endemic in the female portion of the population. It's found occasionally in black bears from other southern states in the US. And from what I know, the german zoo bears back in 2009 were positive for mange as well.
