I'm Sorry Sir, But That's Illegal



Long before anyone had ever heard of Cesar Millan, back when he was still an illegal alien who barely spoke English, he would travel long distances in Los Angeles with a pack of 30 dogs, all of them off leash, and all of them as tighly bound to him as a wrapper.

Then one day he was stopped by a cop who said it was illegal for him to walk dogs off leash.

As Millan rather humorously puts it, "I knew I was illegal, but the dogs?"

In the police report section of our local suburban newspaper, 3 people were cited for having dogs off-leash at a park. It happened shortly before 9a, according to the report.

I just hope that they were indirectly cited for having out-of-control dogs rather than having no physical attachment to them. In a true working relationship, the leash is invisible: it is called Respect, Trust and Understanding, and it's a two-way street between the owner and dog. (We have "Invisible Fences", but why not "Invisible Leashes" other than the sham ultrasonic things sold as "shock-free training devices"?)
