Harold A. and Ruth C. Rought had been feeding stray cats in the neighborhood, police said.
When they found the feces on their Pennsylvania Avenue property, they told police by phone and in person that they were going to shoot their neighbor, who they believe was responsible.
Husband and wife were charged with terroristic threats and harassment.
