Agreed, this is a terrible headline, but reporters are not headline writers. Headline writers have a special job and should be called out frequently, but a reporter has pretty much no control over their article's headline. Criticize the content of the article as the reporter's work, and the headline as the headline writer's responsibility. Sadly, headline writers are nameless and faceless, and their swath of destruction is largely uncontained.
