Clearly Kansas did not implement the theory correctly or it would have worked. To prove the theory is correct we must change the test, run it on a much bigger scale than just one state.
In other words, keep testing the theory until an experiment gives you the data to prove your theory and then ignore all the data from the other tests as "bad" tests.
