This is commercial "lift fishing" for tuna, probably off the Oregon or Washington Coast.
This is line-caught, selective-harvest tuna that comes with nearly zero by catch.

If you watch carefully, you will see it's two men, and two poles on a single fish. This is not sport fishing!
