Farm country is always hard on animals, as money is always tight, and many decisions are made based on a simple axis of production.
In the 1920s, 30s, and 40s as tractors revolutionized agricultural production, and massive numbers of people moved from the countryside to the city, there was a concerted effort to try to change the American ethos as far as pet animals was concerned. This is a campaign that is ongoing, and will never die so long as ignorance and poverty stalk the earth.
