It's snowing at the end of March and as a consquence there are calls for criminal charges and the beheading of the weather-predicting groundhog Punxsutawney Phil. Please. Phil never claimed to predict the weather -- that was something others claimed for him, and it was all a small government con that became a big government con. Phil had nothing to do with it!
