That's actually how I taught my neighbor's toy poodle to heel when I was younger: Strap on a Flexi (because that's all they had for it) and lock it at the shortest point. Don't let the dog pull. Once the dog is walking nicely, unlock the Flexi. Dog started to pull out, felt the tension spring pulling back and zipped right back heel again.

I do wonder if all these studies showing increased ocular pressure with steady pressure on the neck take things like this into consideration with the smaller dogs. Pretty damn sure that my proper use of a training collar to teach my dogs how to walk nicely sure has nothing to do with it.
